Investigating the 30 Years History of the National Health Insurance From Women¡¯s Perspective

Abstract
This study was to review 30 years history of the National Health Insurance from women¡¯s perspective which had been overlooked in the government leading bureaucratic system. Data for study included public statistics such as national health insurance statistics and qualitative data such as research literature, public documents and daily newspaper articles for 30 years. Qualitative analysis was done to reveal women¡¯s experiences of the national health insurance, which had been masked in the quantitative indicators.
Main results of the study could be summarized as the following. 1) The NHI established in 1977 were rooted in the patriarchal Medical Insurance Law constituted in 1963. 2) From the perspective of government or provider, the NHI was quite successful in terms of the gender equity in beneficiaties, premiums and coverages, while the gender equity of the NHI was limited especially for low educated women workers in early periods of industrialization. 3) Under the government¡¯s strong population policy the NHI had both positive and negative impacts on women¡¯s delivery and other health behaviors. 4) Concerned with recent women¡¯s higher prevalence on chronic disease, social perspective was emphasized to understand women¡¯s health and illness over the dominant biological focus.
Results of this study would be implied to reform the National Health Insurance to meet the changing needs for women¡¯s health more effectively in rapidly changing Korean society.
